Preschool Enrollment—Equal Access for All?

Preschool enrollment rates vary widely among different groups of children in the United States. A recent RAND Corporation study found that although there are substantial differences associated with race/ethnicity and family income, the widest gaps are between children whose mothers had not completed high school and those whose mothers have at least a college degree.
